Optimization of the Electoral System in Liechtenstein: Constituencies - Number of Mandates - Blocking Clause - Allocation of Mandates

Electoral law has undergone several changes since the introduction of the new constitution of 1921 and is likely to be further modified in the future. The aim of this article is not to show the development of the electoral law, but to analyse the electoral law applied in the state elections in 2013 and the previous elections with regard to its potential for optimisation. The focus is on the two electoral districts of Oberland and Unterland, the total number of mandates to be allocated, the existing 8 percent blocking clause and the procedure for allocating mandates to the voter groups.
